webObject framework is not installed by default. Download from ADC and install it

how to develop webObject:
1. install webObject framework from ADC
2. install eclipse sdk (at least 3.3.2)
ex: choose Eclipse Classic 3.3.2 under download page
3. install WOLips from eclipse
